Most Winnipeg houses are older than the 1980s, and many are on their second set of windows. So a good quote starts with the frame. If it's sound, a new sealed unit or part usually does the job. It's condensation that froze. Warm, damp indoor air meets glass chilled by the cold outside, and the water freezes on the room side. Curtains closed tight make it worse by trapping cold air at the pane. Lower the humidity and let air move. Frost or fog between the panes is different: a failed seal. See the frost or fog guide.
Often, yes. If the frame and sash are sound, a pro can have a new sealed unit made to size and set into your existing window, keeping the frame, trim and hardware. A whole window makes more sense when the frame is soft or several units are failing. The foggy sealed unit page compares the options.
The rebate most people mean is run by Efficiency Manitoba, not Manitoba Hydro. It covers full ENERGY STAR triple-pane windows and doors replacing existing ones, and excludes glass inserts without a full frame, so a new sealed unit won't qualify. Treat it as one. An open pane in deep cold lets heat out fast and can chill pipes near the wall, so cover it the same day. Plastic and tape, plexiglass or a board-up holds until the new glass is made to measure. If you rent, call your landlord first. See emergency glass and board-up.
